Keep Vegas untouched, if only NCR is defeated all troopers must be removed from the city and embassy closed. To keep things simple just reduce the presence of the defeated faction in the Mojave, and remove its presence from a few military strategic locations, (like Camp McCarran, Ranger stations for NCR, or Fort for the Legion) at the same time strengthening presence of the winning faction (Securitrons Mk2 daily cleaning fiends territory etc). Occupation of New Vegas by either Legion or NCR would take time so we can consider the weeks immediately after HD battle a transition period. Just an idea to facilitate your job with factions after Hoover Dam. I have just started FNV again and I hope by the time I ll finish main quest there will be some progress. I guess these post Hoover Dam battle changes would be insanely difficult to implement, but I really hope you are up for the task. And especially for the intention to implement changes to Mojave AFTER Hoover Dam battle.
